1) yes they can sell raw food ( grocery stores , even resturants if you ask to have it raw i always have some raw meat with my pho it's the customers specificasions if they ask then give it to them raw if at resturant )
2) yes they can pay by food stamps. Food stamps can only be used for food. and beverages nothing else. as long as the place takes it then your all good.

I don't see why not. The law states you can sell cold food only not prepared food. If you are cooking the food after the sell and you are not charging them for it you are within the law.
